Walk into a Rent Control office in Accra today without a Rent Card, and you will likely be turned away. From April 1, 2026, the Rent Control Department made the rent card Ghana directive a hard line: no card, no service. 

Under the Rent Act 1963 (Act 220) and PNDC Law 138, every landlord must issue an official Rent Card at the start of a tenancy and keep it updated. This guide explains what the card is, how it works, and why it protects both sides.

What a Rent Card Actually Is

A Rent Card is an official tenancy record issued under Ghana’s rent laws. It captures landlord and tenant details, property information, rent amount, payment history, and key dates. Think of it as the logbook of your tenancy.

It is not a receipt. It works as legal proof of three things: the tenancy exists, the agreed rent is documented, and the payment timeline is verifiable.

Is the Rent Card Mandatory from April 1, 2026

Yes. In a statement signed by Acting Rent Commissioner Frederick Opoku, the Rent Control Department confirmed that every landlord must issue a Rent Card from April 1, 2026. The Department later extended the compliance window to May 1, but the rule stands.

Landlords who walk into a Rent Control office without proof of issued cards will be refused service. That includes rent assessments, dispute resolution, recovery of premises, and tenant complaints.

The duty sits in Section 20 of the Rent Act and Section 5 of PNDC Law 138. The 2026 push is enforcement, not new law.

Who Issues It and Who Receives It

The landlord issues the card. Every landlord renting out residential property has this duty. Property managers and agents who collect rent on a landlord’s behalf must also ensure cards are issued.

The tenant receives the card at the start of the tenancy, alongside the agreement and keys. If you rent a self-contained unit in Labone or a single room in Madina, demand one. Don’t pay rent without it.

What Goes on the Card

A properly filled Rent Card includes:

  • Landlord name, contact, and address
  • Tenant name, contact, and emergency contact
  • Property address and type
  • Agreed rent, deposit, start date, and tenancy duration
  • A payment log with dates, amounts, periods covered, and the landlord’s signature or stamp

Neat, signed entries protect both parties. Scribbles and erasures weaken the card if a dispute reaches Rent Control.

How the Card Is Issued and Updated

  1. Landlord and tenant agree terms in a written tenancy agreement
  2. The landlord registers the tenancy with Rent Control within 14 days
  3. The landlord fills in the Rent Card and hands it to the tenant
  4. Each rent payment is logged on the card with date, amount, and period, signed by the landlord

When rent changes lawfully, the new amount and effective date go on the card. When the tenancy ends, final payments and hand-over dates close the record. Keep a duplicate.

Why Both Sides Win

For tenants, the card gives you proof of payment, proof of tenancy terms, and stronger ground to challenge illegal rent hikes.

For landlords, it documents rental income for banks and tax purposes, reduces disputes, and keeps the door open to Rent Control services for assessments and recovery actions. Without it, you lose access.
