A tenant in Osu has a signed two-year tenancy and a receipt book. When the landlord doubles the rent six months in, Rent Control turns them away. Why? The tenancy was never registered. In Ghana, an unregistered tenancy is a weak one, and the law gives you 14 days to file.

Why Registration Matters

Section 4 of the Rent Control Law 1986 (PNDCL 138) requires landlords to register residential tenancies within 14 days of signing. The Department now treats this as mandatory, with reported fines up to GH₵3,000 or imprisonment. Registration puts your rent, advance, start date, and duration on the official record. Without it, the Department has nothing to work from in a dispute.

Who Registers, and When

The landlord carries the legal duty. Tenants still benefit, since the record protects you against illegal rent hikes and unlawful eviction. The 14-day window starts the day of signing or move-in, whichever applies. These are calendar days. If your landlord delays, offer to go along.

Documents to Prepare

  • From the landlord: full name and phone, proof of ownership or authority to let, property address and accommodation type.
  • From the tenant: full name, contact details, Ghana Card or passport, plus an emergency contact.
  • For the tenancy: signed written agreement, rent and payment frequency, advance paid, start date, and duration.
  • Written agreements have been mandatory in Ghana since August 2024. If yours is informal, put the terms on paper and sign before going.

Register at a Rent Control Office

  1. Find your nearest office. Headquarters sits behind the Ghana Health Service Head Office on Dodoo Street, Accra. Fifteen offices run across eleven regions. Call 0302 670 406 first.
  2. Attend together. Both parties present speeds verification.
  3. Fill the form: parties, address, rent, advance, start date, duration.
  4. Submit copies of the agreement, IDs, and proof of property.
  5. Ask the official fee, pay, and take a receipt.
  6. Collect your confirmation reference. The landlord then updates your Rent Card.

Register Online

Since September 2024, Rent Control runs a digital portal at rentcontrol.mwh.gov.gh, with applications processed in around 10 days.

  1. Create an account using a verified Ghana Card or TIN.
  2. Add property and tenancy details: rent, advance, start date, duration.
  3. Upload the agreement, IDs, and proof of authority as clear photos.
  4. Review, submit, and pay the fee through the portal.
  5. Save the confirmation and reference number. Tenants, screenshot it.

Fees and Late Registration

Official fees are modest. Ask the official amount and insist on a receipt. Miss the 14-day window? Register late anyway. The Department often accepts late filings but will ask more about start dates and payments. Bring every receipt, mobile money record, and bank transfer. Ignoring the delay weakens your position further.

Why It Protects Both Sides

Tenants gain proof to challenge illegal rent hikes and unlawful ejection. Landlords gain an official record for arrears claims, rent assessments, and clean tax filing with the GRA. Registration is anti-dispute, not anti-landlord.
